ANMDMR Romania Drug Registration: Sourcing Generics from India for EU Buyers

2 November 2026By Tuli Enterprise Export Team

A practical guide for Romanian importers and distributors on ANMDMR requirements, EU-aligned dossiers, labelling and how to source Indian generics.

Why Romanian Buyers Are Looking at Indian Generics

Romania has a large generic medicines market driven by hospital procurement, retail pharmacy chains and price-sensitive reimbursement. Importers and wholesalers increasingly look to India for reliable generic supply, broad portfolios and competitive pricing. Because Romania is an EU member state, the import route differs from non-EU markets. Understanding the rules before you request quotes saves months of rework.

This guide explains how importing medicines from India to Romania works in practice, which documents to expect, and how to structure a first order with an Indian pharmaceutical exporter.

The Regulatory Framework: ANMDMR and the EU

The national competent authority is the National Agency for Medicines and Medical Devices of Romania (ANMDMR, also written NAMMDR). It grants national marketing authorisations, issues wholesale distribution and manufacturing/import authorisations, and oversees pharmacovigilance and inspections. Romania also operates inside the wider EU system run with the European Medicines Agency, so a product can reach the market through one of several routes:

  • National procedure: an application submitted directly to ANMDMR.
  • Mutual recognition or decentralised procedure: Romania is included as a concerned member state alongside other EU countries.
  • Centralised procedure: an EU-wide authorisation for certain product categories.

For most Indian generics the realistic options are the national or decentralised routes, with a marketing authorisation holder (MAH) established in the EU. Requirements change, so always confirm the current position with ANMDMR or a local regulatory consultant before committing to a product.

Who Can Actually Import?

A foreign exporter cannot simply ship finished medicines to a Romanian pharmacy. Under EU rules, medicines coming from a third country such as India must be brought in by an entity holding an import authorisation. That importer is responsible for ensuring that:

  • The product is covered by a valid marketing authorisation.
  • Batches undergo the required quality control testing within the EU or EEA, unless a recognised arrangement applies.
  • A Qualified Person (QP) certifies each batch before release to the market.
  • The manufacturing site is compliant with GMP, supported by a certificate issued after inspection by an EU authority.

Distributors then need a wholesale distribution authorisation to supply pharmacies and hospitals. If you are a Romanian wholesaler, check whether your existing authorisations cover importing, or whether you will work with a licensed importer or MAH partner.

Core Documents Romanian Buyers Should Request

A complete document package speeds up regulatory review and customs release. Tuli Enterprise supports buyers with the following, sourced from our manufacturing partners:

  • CTD dossier: Common Technical Document in Modules 1 to 5, structured for EU-style submissions.
  • Certificate of Pharmaceutical Product (COPP): confirms the product's status in the country of origin.
  • Certificate of Analysis (CoA): batch-specific release results against specification.
  • Free Sale Certificate: confirms the product is freely sold in India.
  • Stability data: studies suited to climatic Zone II conditions relevant to Europe.
  • Manufacturing site documents: evidence that our manufacturing partners hold relevant quality certifications, plus site master file information where required.

For a deeper look at how these papers fit together, see our article on pharmaceutical import documentation. Note that Module 1 must reflect Romanian and EU administrative requirements, which your MAH or regulatory consultant will typically prepare.

Labelling, Packaging and Serialisation

Labelling is where many first shipments run into trouble. Plan for these requirements early:

  1. Romanian language: the outer carton, patient information leaflet and summary of product characteristics must be in Romanian for products on the national market.
  2. EU-format content: product name, strength, pharmaceutical form, batch number, expiry date, MAH details and storage conditions in the prescribed layout, including Braille for the product name on cartons.
  3. Safety features: prescription medicines generally need a unique identifier and anti-tampering device under the EU Falsified Medicines framework, with data uploaded to the national verification system.
  4. Artwork approval: mock-ups should be approved by the MAH before printing, since changes after production are costly.

Packaging and relabelling operations in the EU must be carried out by an authorised site. Discuss with your importer whether packs will be printed in India to Romanian specifications or finished locally.

Pricing, Reimbursement and Tenders

Romanian pricing is regulated, and reimbursed medicines are tied to national price lists and health insurance rules. Hospital volume is usually procured through tenders. Before choosing a portfolio, check that the molecule has a viable price position relative to existing generics. Margins can be thin in crowded categories, so focus on molecules where supply is inconsistent or where your tender customers need dependable volumes. Our therapeutic categories overview helps you shortlist anti-infectives, cardiovascular, diabetes, gastro and other segments commonly requested by European buyers.

MOQ, Lead Time and Payment

Minimum order quantities depend on the product and pack. For registered or dossier-ready products, MOQs are typically set by batch size. Lead time includes production scheduling, quality release, documentation and freight. Always ask for a written timeline per product, since estimates vary by dosage form and artwork readiness. Typical commercial terms are advance payment or letter of credit for first orders, with open terms considered after a track record is established. Shipments to Romania travel by air or sea with temperature-controlled options where the product requires it.

A Practical Step-by-Step Approach

  1. Define your target molecules, strengths and expected annual volumes.
  2. Confirm with ANMDMR or a local consultant which authorisation route and MAH structure you need.
  3. Shortlist products from our product catalogue and request the dossier and quality documents.
  4. Agree artwork, Romanian-language texts and serialisation arrangements.
  5. Place a pilot order, complete EU batch testing and QP certification, then scale up.

Private Label and Contract Manufacturing

Many Romanian distributors prefer to build their own portfolio under their own MAH. Through third-party and contract manufacturing, Tuli Enterprise can connect you with GMP-certified manufacturing partners for custom formulations, packaging and brand-specific presentations. This is often the cleanest way to align artwork, specifications and supply timelines with EU requirements.
