Malta Medicines Authority: Drug Registration & Pharma Import for Indian Generics

3 November 2026By Tuli Enterprise Export Team

A practical guide for Maltese importers and distributors on Medicines Authority requirements, documents, labelling and sourcing generics from India.

Malta's Medicines Market at a Glance

Malta is a small island market with a high dependence on imported medicines. Supply is shaped by European Union pharmaceutical law, the national regulator and a mix of public-sector procurement and private pharmacy distribution. For importers and distributors, this means Indian generics can be a competitive source, but only when the product, the paperwork and the supply chain meet EU-aligned standards.

This guide explains the practical steps involved in sourcing generic medicines from India for Malta. It is written for importers, wholesalers, hospital buyers and tender teams. Rules change, so always confirm current requirements directly with the regulator before placing an order.

The Regulator: Malta Medicines Authority

The Medicines Authority is the national competent authority responsible for licensing medicinal products, authorising wholesale and import activities, and overseeing pharmacovigilance and inspections. As an EU member state, Malta applies EU legislation and EU-level marketing authorisation routes.

A medicine can generally reach the Maltese market through one of several routes:

  • National procedure: a marketing authorisation granted by the Medicines Authority for Malta.
  • Mutual recognition or decentralised procedures: an authorisation based on assessment by one or more other EU member states.
  • Centralised procedure: an EU-wide authorisation for products that fall within its scope.

The marketing authorisation holder is usually a company established in the EU or EEA. Indian manufacturers and exporters typically work with an authorised EU partner or licence-holder, so clarify early who will hold the authorisation for each product.

Who Can Import Medicines into Malta?

Importing medicines into the EU is a regulated activity. In general, the importing entity needs an appropriate authorisation from the Medicines Authority, and batches coming from outside the EU must be certified for release by a Qualified Person (QP) based in the EU. Wholesale distribution requires its own authorisation and adherence to Good Distribution Practice.

If you are a distributor without import authorisation, you may need to buy through a licensed importer or a local authorisation holder. Confirm your licence scope with the Medicines Authority before you request quotations.

Documents Maltese Buyers Typically Ask For

Document packages for EU-linked markets are more demanding than for many emerging markets. Prepare for requests such as:

  1. CTD dossier: Common Technical Document in the format used for EU submissions (Modules 1 to 5, as applicable).
  2. Certificate of Analysis (CoA): batch-specific, with specifications matching the approved dossier.
  3. Certificate of Pharmaceutical Product (COPP): issued by the Indian authority, supporting the product's status in the country of origin.
  4. Free Sale Certificate: confirming the product is freely sold in India.
  5. Stability data: studies in line with the relevant climatic zone and ICH guidelines.
  6. Manufacturing site evidence: proof that the production site meets EU-recognised GMP standards, usually through an inspection record or equivalent documentation.
  7. Batch documentation: commercial invoice, packing list, airway bill or bill of lading, and batch manufacturing details for QP review.

Tuli Enterprise supports buyers with COPP, CoA, CTD dossiers, Free Sale Certificates and stability data, sourced through our manufacturing partners. For a deeper look at how these papers fit together, see our insights library.

Labelling and Packaging Considerations

Labelling must align with the approved product information for the Maltese market. Points buyers commonly check include:

  • Language requirements for the carton, label and patient leaflet. English is widely used in Malta, and bilingual presentation may be accepted or expected. Verify with the Medicines Authority.
  • Product name, strength, pharmaceutical form, batch number, expiry date and marketing authorisation number.
  • Name and address of the authorisation holder and, where relevant, the manufacturer or batch-release site.
  • Safety features and tamper-evidence in line with EU falsified medicines rules, where the product category requires them.
  • Storage conditions printed clearly, particularly for temperature-sensitive lines.

Because EU packaging requirements can involve artwork changes, serialisation or secondary packaging steps, agree on the packaging specification before production, not after. Our contract manufacturing service can help when you need a dedicated pack design or private-label presentation.

Choosing Products and Therapy Areas

Most Maltese demand for imported generics falls into mainstream therapy groups: anti-infectives, cardiovascular, diabetes and metabolic, gastrointestinal, respiratory, pain and inflammation, and general primary care. Start by shortlisting molecules where there is a clear tender or pharmacy demand and where an authorised dossier exists or can be developed. You can browse available lines in our product catalogue or review options by therapy area.

Public Procurement and Tender Buyers

Public-sector medicine purchasing in Malta is handled through central government procurement structures and follows formal tender rules. Suppliers are generally expected to show:

  • A valid marketing authorisation or an accepted route to supply.
  • Consistent supply capacity and clear delivery commitments.
  • Quality documentation that can withstand technical evaluation.

If you represent a hospital or tender team, ask suppliers for sample documentation early so that evaluation is not delayed by missing papers. We do not guarantee tender outcomes, but we can help you assemble a complete technical package.

MOQ, Lead Time and Logistics

Minimum order quantities depend on the product, pack size and whether custom packaging is needed. Small-market buyers often benefit from consolidated orders across several products, which can improve economics while keeping individual quantities manageable. Lead times vary by item, batch availability and packaging requirements, so ask for a written estimate in your quotation instead of relying on general figures.

For shipping, air freight is common for smaller or time-sensitive consignments, while sea freight suits larger volumes. Plan for cold-chain or controlled-temperature handling where needed, and make sure your customs agent and QP release process are aligned before the shipment departs.

A Practical Checklist Before You Order

  1. Confirm your import and wholesale authorisations with the Medicines Authority.
  2. Identify the marketing authorisation route and the holder for each product.
  3. Request the full document set and review it against the approved dossier.
  4. Verify that the manufacturing partner's site holds relevant quality certifications recognised for EU supply.
  5. Agree labelling, language and packaging artwork in writing.
  6. Order a pilot quantity first to test the whole supply chain.
  7. Document shelf life on arrival and QP release arrangements.
