Poland URPL Registration & Procurement Guide: Generic Medicines from India

28 October 2026By Tuli Enterprise Export Team

How Indian generic medicine exporters and Polish importers can navigate URPL registration, EU dossier requirements and hospital tenders.

Poland is one of the largest pharmaceutical markets in Central and Eastern Europe, with steady demand for quality generics across hospital and retail channels. For importers and distributors looking to import medicines from India to Poland, the opportunity is real, but the route runs through a defined EU-aligned regulatory framework. This guide explains how the process works, which documents matter, and how to plan procurement realistically.

Who Regulates Medicines in Poland?

The national authority is URPL (Urząd Rejestracji Produktów Leczniczych, Wyrobów Medycznych i Produktów Biobójczych), the Office for Registration of Medicinal Products, Medical Devices and Biocidal Products. URPL evaluates and grants marketing authorisations for medicines under national, decentralised and mutual recognition procedures. Inspection and supply-chain oversight, including wholesale and manufacturing or import authorisations, sit with the Chief Pharmaceutical Inspectorate (Główny Inspektorat Farmaceutyczny, GIF) and its regional bodies.

Because Poland is an EU member state, Directive 2001/83/EC applies. A medicine cannot simply be shipped and sold: it needs a valid marketing authorisation, and the product must be released onto the EU market by an authorised importer.

Routes to a Marketing Authorisation

For generic medicines, the main pathways are:

  • National procedure: submitted directly to URPL when you want authorisation in Poland only.
  • Decentralised procedure (DCP): used when the product is not yet authorised anywhere in the EU and you want several member states at once, with Poland as concerned or reference state.
  • Mutual recognition procedure (MRP): used when an authorisation already exists in another EU member state and you want it recognised in Poland.

Most generics rely on the abridged application route, demonstrating essential similarity to a reference product, typically through bioequivalence data or a justified biowaiver where applicable.

The Marketing Authorisation Holder Requirement

The applicant and holder of the authorisation must be established within the European Economic Area. An Indian manufacturer therefore cannot hold a Polish authorisation directly. In practice, buyers choose one of three models:

  • The Polish or EU importer acts as the marketing authorisation holder and licenses the dossier from the Indian manufacturing partner.
  • The importer buys products that already hold an EU or Polish authorisation and are supplied by a qualified partner.
  • The importer co-develops a new dossier with a partner facility, sometimes under a contract manufacturing arrangement.

Clarify this at the outset. It shapes timelines, ownership of the dossier and your commercial leverage in later tenders.

Core Documents for a Polish Dossier

Applications follow the Common Technical Document (CTD) structure in electronic format. A typical package includes:

  • CTD dossier (Modules 1 to 5): administrative information, quality overview, non-clinical and clinical summaries, and full reports.
  • Quality data: drug substance and drug product specifications, validated analytical methods, and a certificate of analysis (CoA) for representative batches.
  • Stability data: studies suited to the climatic conditions and proposed shelf life, with ongoing commitments.
  • Bioequivalence or biowaiver documentation for oral solid forms where required.
  • Manufacturing evidence: proof that the manufacturing site complies with EU GMP standards, usually via an inspection by an EU authority or an acceptable GMP certificate.
  • Active substance information: a Drug Master File or equivalent, and confirmation that the active ingredient is made to EU-equivalent GMP.
  • Product information: summary of product characteristics, package leaflet and labelling, with Polish-language texts for the final authorisation.

Supporting export documents such as a Certificate of Pharmaceutical Product (COPP) and a Free Sale Certificate help confirm the product's regulatory status in the country of origin. Tuli Enterprise coordinates these documents from its partner manufacturing facilities, whose certifications and inspection status apply to their own sites.

Importation and Batch Release

Finished medicines arriving from India must pass through an EU-authorised importer holding a manufacturing and import authorisation. That importer ensures each batch is tested on EU territory, unless a recognised arrangement applies, and certified for release by a Qualified Person (QP). Plan this step into your lead times, since batch testing and certification take place before stock can reach wholesalers.

Wholesale distribution in Poland also requires a valid wholesale authorisation, and supply chain actors must comply with Good Distribution Practice and the EU's falsified medicines safeguards, including serialisation and unique identifiers on packs of prescription products.

Labelling and Packaging Considerations

Packs for the Polish market need Polish-language labelling and leaflets, the correct product name format, safety features where required and a clear batch and expiry presentation. Share artwork early with your manufacturing partner. Late changes to pack dimensions or print specifications are a common source of delay.

Tenders, Hospitals and Reimbursement

Public hospital purchasing in Poland is largely conducted through tenders, often with price as the dominant criterion, plus requirements for supply continuity. Retail sales of reimbursed products depend on inclusion in the national reimbursement framework administered by the Ministry of Health. Importers who succeed typically combine competitive costing with reliable batch availability, complete documentation and a clear plan for backup supply. Tender submissions commonly request proof of authorisation, product information, and sometimes declarations on manufacturing sites, so keep these files current.

A Practical Step-by-Step Plan

  1. Define the portfolio. Shortlist molecules by demand, patent status and competition, using the product catalogue and therapy areas overview as starting points.
  2. Check authorisation status. Determine whether an existing EU authorisation can be used or a new dossier is needed.
  3. Select a partner facility. Confirm EU GMP inspection history and dossier readiness.
  4. Agree the MAH model. Decide who owns the dossier and who handles pharmacovigilance.
  5. Assemble documents. Collect the CTD, CoA, stability data, COPP and Free Sale Certificate.
  6. Submit and respond to queries. Allow time for assessment questions and Polish-language product information.
  7. Prepare supply logistics. Arrange importer testing, QP release, serialisation and cold-chain where needed.
  8. Enter the channel. Target tenders, wholesalers and pharmacy groups with your authorised range.

Common Pitfalls to Avoid

Buyers lose time when they underestimate the MAH requirement, supply incomplete stability packages, or assume an Indian export certificate substitutes for EU GMP evidence. Another frequent issue is inconsistency between dossier data and the commercial batch, so keep specifications and manufacturing processes aligned.
